A competence based assessment framework (P-scales) was designed by Qualifications and Curriculum Development Agency (QCDA) in the UK to provide a means of monitoring the progress of learners with Special Educational Needs (SEN) who were not able to access the mainstream qualifications. The P-scales are written in the style of competence based qualifications and as such provide a ready made structure for certification. In the UK, The Learning Machine Ltd has devised a low cost system of certificates based on the P-scales so that learners with Special Educational Needs can have their achievements formally recognised in the same way as their mainstream counterparts.
Project Aims:
To transfer the innovative methods and technologies for low cost certification that provides progression routes to European Qualifications Framework (EQF) qualifications for learners with Special Needs, especially those with disabilities.
To transfer greater understanding of the design and methods for assessing competence based qualifications structured in units of learning outcomes.
To test and evaluate the attractiveness of outcome based qualifications for learners with Special Needs, especially those with disabilities.
To support progression to the EQF with a VET e-learning programme for learners with SEN based on ECVET principles
To lower barriers to formal qualifications for learners with SEN, especially those with disabilities.
